Rwanda Football Federation (FERWAFA) president Fabrice Shema Ngoga has resigned from his position, ending his tenure less than two years after he was elected to lead the country’s football governing body.

Shema announced his resignation with immediate effect in a letter dated September 29 and addressed to the federation’s General Assembly.

The businessman cited an integrity issue relating to his personal life, saying stepping down was the responsible course of action to protect FERWAFA’s credibility and public confidence.

His resignation comes days after he was released from detention following legal proceedings over charges linked to issuing a bounced cheque and obtaining property through fraud.

Shema was released on September 22 after spending about 42 days in detention. Following an agreement with the prosecution, he received a six-month suspended sentence, to be served over a one-year probation period.

In his resignation letter, Shema stressed that his decision should not be interpreted beyond facts established through the appropriate legal processes.

“I believe stepping down is the most responsible course of action to protect the credibility of the federation, uphold public confidence, and allow the relevant processes to proceed independently and without distraction,” he wrote.

Shema was elected FERWAFA president in August 2025 on a four-year mandate. His departure now leaves the federation facing a leadership transition as it seeks to maintain stability and continue its football development programmes.

The federation’s General Assembly will determine the next steps following his resignation.
